BUNAC working holiday visa. Help!

Hello everybody, I would really like to obtain a working holiday visa for Canada so that i can travel the country over the summer with my girlfriend, a Canadian resident. I have the necessary documentation and fulfill all of the requirements, but there might be a problem, which is not mentioned in any of the support documents: I am already in Canada, on a tourist Visa. I would be grateful if any one could tell me what sort of problems this could raise. Will i have to leave the country to apply?
