WP (UK) Business Plan 2004/2005

This is an interesting reading especially regarding opearational service levels:

This actually explains a lot. Based on the way they evaluate themselves, they are focusing on applications received after October 1, 2004, so that they meet their goals. Since they've already reported their "progress" for most of 2004, this makes an odd sort of government-speak sense.

I used to think that business is business (you know – making money, etc.) – and government agencies are public servants and should be separated from business. You know – conflict of interests, etc.

Am I wrong?
