Can my agent apply on my behalf for Tier 1?

Hi, My agent is adamant that he will be sending my file directly to the consulate by post and not use VFS (India). My questions are:

1) Can we send documents directly by post to the consulate and bypass VFS?

2) Aren't biometrics required for all applications? If so, how can we get out biometrics done and post documents without using the VFS?

I have been to the UK on Visitor visa numerous times and have had my biometrics done in the past. Can I use the past biometrics?

Please can anyone provide guidance if they have posted documetns directly?

All applications must be submitted through Visa Application Center(s).
