Can appeal and re-apply can be done at the same time?

Can appeal and re-apply can be done at the same time?

My wife's Tier 1 General Dependent visa refused just few days ago.

Is it possible to lodge an appeal now and re-apply in next 3/4 months?

You can lodge an appeal and apply afresh on the same day, if you wish!

See APL1.20 Applicant makes fresh application while an appeal is outstanding.
