can a disabled uk citizen receive benefits in us

I am a american citizen, my fiance lives in scotland. we are getting married here in the states in june. problem he is disabled due to a car accident and has brain damage from said accident. he receives full benefits in the uk. can he claim benefits here in the states??? I have been searching and searching and can't seem to find a straight answer from anyone, including the senator of my state. HELP
