Can level 1 user create dcos on director brother

Hi

I have a company and can sponsor a worker.

There are two active level 1 users - myself and another resource in my company.

My question is, can other level 1 user call my brother on sponsorship and create DCOS ?

do we have to adverstise the post first , is that mandatory ?
