can we meet in UAE?

i am a Pakistani citizen, in Love with a UK born girl and we have decided to get married ,she is afraid of coming in Pakistan right now due to many different issues.

UK rules says both partners must have meet each other in person before they get married.

so first step is to visit each other face to face,as i said due to some reasons she is afraid to come Pakistan for visiting me,i ca not afford to go UK.

so please guide can I as a Pakistani citizen and she a UK citizen meet each other in United Arab Emirates? to fulfill first requirement of being meet each other in person.

will visa officer accept our face to face meeting in United Arab Emirates?

or

it is must that we meet each other in Pakistan?(as i mentioned i can not afford to visit UK)
