Can Mother Inlaw come as my dependant in PSW?

Can Mother Inlaw come as my dependant in PSW?

Can it be possible to for a woman to bring in her mother In-law in UK as her Dependant.
Her Husband leaves in Germany, but she want her mother in-law to come, She has been inviting her since 2005 and her mother in-law has been with her more than 6 times in the UK in the past 5years.
She has a UK issued marriage certificate to confirm that she is married to the son as the name of the mother in-law is stated as the Husband's mother.

Do you have any link where it stated the possibility/

Under PBS (including Tier 1 PSW),dependents = children under 18 years of age, or your husband, wife, civil partner, or unmarried or same-sex partner.

according to the rules, ur mother-in-law doesn't come under the category of "dependants" as the post before mine has stated.. Thanks...
