Can I start start WP - change of employment

Hello
I entered the country for 2 years WP and it ends on 30-Nov.
Now new Company B has applied for WP and I have got it approved on 10-Nov.
As my visa is coming to end , I have applied for FLR(IED) by post. Now can I start working for
Company B has I have WP when FLR is still processing?

I searched in HO website and it says when it is WP change of employment, I can
start work based on work permit permission letter when FLR is processed.

Can I start work?
