Can I Switch from Student to GTV or Skilled Worker after course end date on CAS?

Based on the new rules students are now unable to switch to a new visa type until the course has been completed, the last end date of my course on my CAS was September 23rd, my school usually reports to UKVI around December, can I already make the switch to Global talent visa since I am technically done with the course based on the date on my CAS?
