Canada (Montreal) visa processing time

Hi,

My husbands employer in Montreal, Canada had applied for a priority spousal work permit for me, which should have arrived within 2 weeks. But now its more than 16 weeks and over their normal processing time.

I contacted the London Immigration office from where the visa was applied and they say:
'Please note that your application for a work permit is currently under active review.
You will be notified via your online account once a decision has been reached.'

What do you mean by active review?
Is there any way to find out exactly why the delay was caused and how much more time will it take to process the application?
