Canada visit visa from UK

Hello, can you please clarify if my mother who is on a visit visa within the UK currently (Indian passport) can apply for a visit visa to visit my sister in Canada? Can she apply for the visa from UK itself instead of applying from India?

Thanks for confirming. Do you know if the passport will be taken after the biometrics and there is a chance that the visa decision would take longer than expected? I doesn’t want her to stay beyond 6 months in UK in case the passport was held for the Canada visa processing.
