urgent query on canadian passport

please help me with this query

My mom got her permanent residence last year in March. She lives in Ontario

My question is

How long will it take for her to qualify for Canadian citizenship considering the fact that she got her residence in March 2014?

Also during this time, Can she travel abroad? For example, can she come and visit me in UK WITHOUT having to worry about her passport time? IF she does travel abroad then will that affect her citizenship time?
