Working in Canada for Romanians/Bulgarians after ETA.

It is expected that in December 2017 Canada will allow Romanians/Bulgarians to travel to Canada using an Electronic Travel Authorization. Does this mean that Canadian employers who wish to hire a Bulgarian/Romanian will no longer need to obtain an employer-specific work permit and Labour Market Impact Assessment (LMIA) before they can take the person on permanent employment in Canada ?

The ETA is only a visitor visa.

No change as far as I can see to the work permits.
