carer's allowance and fiance visa

I am a US citizen, engaged to a UK citizen. I plan to apply for a fiance visa to live in the UK. My questions are:

1. Is the correct form VAF4?

2. My fiance is not working, but he is caring for his ill parents and receiving carer's allowance and housing benefit. The form states that we must be able to support ourselves without public funds. Does that mean just me, or does it mean him too? Will my visa application be turned down if he is receiving these benefits/allowances? What about child benefit? (We have a baby together).

1. Although VAF4 is the appropriate form, I believe that you will be applying online.
