CCL APPEAL ALLOWED BEFORE TEST CASE

hi,

I JUST WANT TO KNOW , whats happen with those who appeal allowed before test case, because one of my friend recently received letter from HO to submit your passport and pictures, so are they going to him visa or not ?

if he receives letter from ho recently then probably they gonna give him visa otherwise y did they need da passport alongwid pics,also might be they ll detain his passport and ask him to get da ticket n leave da country its a bit complicated
