Certificate of entitlement for ROA

I have applied for my daughter's certificate of entitlement for ROA.Can I apply for her UK passport once we are in the UK?I know you cant apply for both at the same time, but surely I can apply for the passport after she has the CoE to ROA?

Yes. They will probably cancel the CoE-RoA.
