Certificate needed for Qualifications Assessment section B4?

Hi, I have a Tier1 General PBS visa and soon going for ILR.
1) For section - B. Qualifications Assessment section B4, if I choose that -
Evidence is not required for current application because it was submitted for a previous Tier 1 (General) application
Do I still need to produce Original degree or convocation certificate?
2) Also I have a letter from University (back home) that my degree was taught in English. I used it in earlier extensions. Does it suffice my English language eligibility? Please suggest
