Change of country of residence since visa application

Hi, does anyone have any thoughts about this? I know of the couple mentioned below.

Him ... British Citizen living in the UK ... her a Filipino Citizen legally resident on Norway on an au pair visa. While that visa is still valid she applies for UK fiancée visa in Norway ... application rejected .... appeal made.

Meanwhile her Norwegian visa is just about to expire, so she returns to the Philippines. And today ... appeal granted! Fiancée visa to be issued!

Problem? Or indeed is it a problem? Will the British Embassy in Manila now be instructed to issue the fiancée visa? Or will she need to attempt to get a Schengen visa, to return to Oslo and the British Embassy there, merely for the purpose of getting the fiancee visa put into her passport, before travelling on to the UK?

Any thoughts anyone concerning what I suspect is quite an unusual situation?

(I do appreciate that the Home Office could appeal further, but for the sake of argument, lets assume that they do not appeal further, so the fiancée visa is due to be issued.)

John,
I guess the best option is to get a visa to Norway since she has been there before and show them the reason for going there (Immigration to the UK) with the valid letters of appeal granted.

If the visa (shengen) is refused, then she can send a fax to BHC Olso (or whatever city in Norway) to transfer her EC Issuance to Manila.
