Changing Category when Application is refused

I want find out if anyone has exprienced the changing of application category when one is refused in another category.

I have a student Visa which expired when I applied for PSW with my MSc, but I am still studying for my PhD at the University. the PSW was refused because of maintenance fund. I appealed and it was further turned down. Can I still resubmit to be considered for a student Visa since I am still studying during this period of refusal and qualified for Tier 4 student?

If your visa has EXPIRED, then you have no grounds of 're-submitting', and you are infact an overstayer in the UK right now! You really should be thinking of leaving the country within 28 days of the visa expiry.
