Child Benefit Claim and Home Responsibilities Pension Scheme

Hi All, I hope someone can clarify things for me with regards to the Home Responsibilities Pension Scheme.

We are about to apply for Child Benefit Claim and encountered HRP. Our initial thought about claiming is that it would only be my husband who could rightfully claim since he is the one working and has an NI number. I am a full-time homemaker right now (but hoping to work in 2 years time) since we got very young kids (one of which is below 6yo). Then there is a note and example in the guideline that we would be better benefited if it's the parent who isn't working who'd claim.

If I'd apply, (1) I don't have an NI number (which Jobcentreplus said I could only have upon forwarding my first payslip); (2) what IF I don't get to work what benefit would it be in the end?

And (3) would there be other benefits that we are entitled to if my husband's salary is beyond the £60000 treshold? There's just so many information floating around it's already quite confusing.

Sorry for throwing these queries in here, I just have no one else to ask.
