Child born in India to british citizen(father is a BC)

Can a child born in India(father-->BC with British PP & OCI and Mother an ILR holder with Indian passport) apply for a british passport in British high Commission in India??
If so, can anyone send me the details like what docs are needed and the procedure pls.

If not, is the child compulsorily needs to be present in UK to apply for British passport.

Appreciate your quick response.

If father is British, otherwise than by descent, then child is British and may apply for a British passport from India.
