Child over 18 of a refugee applying for SET(protection)

Just want a little help. If the main applicant is applying for settlement ( SET protection) on being granted 5 years refugee leave, what application needs to made for a child who came on family reunion ( under 18 at the time) and was granted same leave in line as the refugee parent and the child ( although still dependant) is now over 18 . Leave expires at the same time as parent refugee.

Called Home office they say as the child is not a refugee and over 18 separate application under SET O . Problem is that the Parent refugee can't afford any fees for child.
