Child Tax Benefit - Doubts on Returning resident

Dear John,

I have recently received ILR and there was a leaflet given by UKBA on the day of ILR which says the following about Returning Resident:

What Happens If I Leave The UK?
IF you leave UK , you will normally be readmitted for settlement as a returning resident provided:

You did not receive assistance from public funds towards the cost of leaving this country.

I did not understand this properly, does it mean that If I Claim benefit and for some reason will be out of country then I cannot re enter as a returning resident.

Is my understanding right, please enlighten me.

Please read again the information you have yourself quoted, it says you will normally readmitted provided you did not receive assistance from public funds towards the cost of leaving the country, it does not say you will readmitted provided you have not claim any benefits.
