Choosing council for the ceremony

Basically we live in the area where a lot of various councils are quite close to us. Is it possible to know in advance which council will act faster and offer more frequent ceremonies? So we wouldn't wait months or so for the ceremony

Hard to know as the schedules change. Pick one that is easy to reach, mine was a 2 hours journey by public transport (!!)
