Citizenship certificate lost by council

Hi All,

I had my virtual citizenship ceremony couple of weeks back after attaining naturalisation. My council have posted the ceritficate to the wrong address and its lost now before even reaching to me. The council are not being helpful and have said that I should apply for a duplicate certificate via Home Office which could take upto 5 months and cost me £250 which is completely outrageous since this was never delivered to me and not my fault. While I fight my battle with the council, I wanted to check if any one had such an experience before and more importantly, does the replacement british citizenship certificate process really takes 5 months?
