No issue - there are no absence limits as for adults.

Child has your nationality. Children born in the UK don't need a visa or ILR so no issue. Though you will need private cover for NHS services (except for emergencies).

I do know that the NHS often chases retrospectively, certainly for large bills.
Not the Home Office, but the relevant NHS trust can and likely will charge you 150% of any costs of the treatment, as more pressure is brought to bear on the NHS to find money.
That may depend on the laws of the country of your nationality and on those of the country of the mother's (if different from yours). What nationalities do you and the mother hold?
