Citizenship 3-year spouse question

Hi,
Could someone clarify. If I as an EU citizen received Irish citizenship (8+years here) lasy year, and my husband is non EU, here 2 years, does he have to wait for me to be Irish citizen for 3 years before he applies or he can do it in a year (total 3 years we are married)?

It's the 3 years marriage to Irish spouse application we would submit.
