Tax credits for Europeans. Is there a minimum earning in order to qualify?

Hello everybody.
I'm a self employed European citizen. Can I qualify for tax credits? If so, do they require a minimum amount of earning as in the case of housing benefits? (For housing benefits us europeans need to earn a minimum of £180 per week in order to qualify. Isn't it a ridiculous discrimination?).
