Where did you read that? Isn't that just for some pensioners?
You may be able to apply directly to your electricity supplier for help if you do not get the Guarantee Credit element of Pension Credit but:
your energy supplier is part of the scheme
you’re on a low income
you get certain means-tested benefits
How to apply
Your electricity supplier decides who can get the discount.
The number of discounts suppliers can give is limited. Check with your supplier as early as possible to see if you’re eligible and how to apply.
According to this electrity supplier, it is Pension Credit (a means tested benefit for those age 66 plus). As per the link above from gov.uk, these pensioners and other pensioners on low income benefits, had to apply to their electricy provider for the limited number of £140 (if they do the WHD) which if they managed to get, was added to their electrity accoount.
The government is in the process of making changes to the Warm Home Discount Scheme for 2022/23 and customers in England and Wales will no longer have to apply for the grant. If eligible, you will automatically be identified and contacted by the Department for Work and Pensions (DWP).
Tax Credits is not means tested and is paid by HMRC, not the DWP. But I would be interested in seeing your link.If you're in receipt of the Guarantee Credit element of Pension Credit, then you should automatically receive the Warm Home Discount each year. The Department of Work and Pensions (DWP) will write to you to let you know if you're eligible.

income thresholds for Tax Credits - the income thresholds for households in receipt of Working Tax Credits or Child Tax Credits to meet the low-income criteria
high-energy-cost criteria - the process for allocating an energy cost score to a household and for setting the threshold that a household’s energy cost score must exceed in order to meet the high-energy-cost criteria
eligible property types - the types which can be eligible for a rebate under Core Group 2

My wife who has no recourse to public funds is the energy bill account holder so will receive this warm home discount of 150 pounds.
