Sure Start Maternity Grant on Spouse Visa

Hi, I am the father and British citizen of my wife and new born (british born) child.

My question is can my wife apply for the Sure Start Maternity Grant? (is this recourse to public funds or not as there isnt really a list)

It is not a problem if she cant, as I should still be eligible but in terms of paperwork only one parent needs to fill out the form.
