Combine Part time and Full Time Job creation

Combine Part time and Full Time Job creation

I am post 2014.

I have no problem for the first job. But I can't fill the second job for FT employee.

My second job is:

1st employee FT has been worked for 3 months (July-Sep).
Then I haven't yet filled this job for over months for a FT employee (gap Oct-Dec).
2nd employee FT with DIFFERENT JOB TITLE has worked for 1 month (Nov).
I have a 3rd employee PT has been worked for over 9 months 16 hours/week (Apr - Current)
I have a chance to employ another PT employee, say 4th employee PT 16 hours/week (Dec - )

My question is: Whether the Job 2 Creation is satisfied as below?

1st employee FT (July-Sep) 3 month
2nd employee FT different job title (Nov) 1 month - can I use different job title employee?
3rd employee PT (Dec - next year July) 8 months
4th employee PT (Dec - next year July) 8 months

The answer is - depends. The requirement is one FT equivalent job, no one FT job title. So, the question is whether all four of them are doing the same job.

So can I combine the 1st employee FT (July-Sep) , 3rd employee PT (Dec - Aug 2019) and 4th employee PT (Dec - Aug 2019)to satisfy one job creation?
