Command Paper on new Points-Based System

It appears that Tier 1 will rely more heavily on qualifications and past income than on experience. Some of us (myself included) would not have qualified under Tier 1 even though we received approval under HSMP. Also, FLR under the new system may be points based as well, but this is very vague in the Command Paper. In any case, here is the info and I hope it is helpful.
