Company sponsor Tier 2 General Visa

Hi,
My wife is working here from last 1 year dependent ICT tier 2 visa. Her company is now ready to offer her sponsorship and General Tier 2 visa. I had few questions regarding this -

- Can she switch from dependent (ICT Tier 2 ) to general Tier 2 from any country (Outside UK) or is there a rule to do it from Home Country?
- How long the process would take to convert Tier 2 to General visa?
- In case, I (ICT Tier 2 visa) have to go back to India as my assignment is getting over, Is there any provision for her to stay here temporarily on dependent visa? If so, how long she can stay here ( If she leaves the company and has to serve a notice period)?

RLMT, assignment of cos and apply for vis-- wait for seniors
