Concern for unskilled workers

I need an answer to the question of unskilled workers not having any chance even to better their lot bacause it is so clear every other thing is about skilled workers only. Remember, at a time the skillful ones were never skilled so in my opinion, chance should be given to the less privileged.

Can there be any programme set up for people in such category as mentioned above?

As a matter of conversation, a country has no obligation to take on the burden of assisting the citizens of another country to better themselves. From my point of view, perhaps a more credible argument is that opportunities "should" be available for more types of skilled tradespeople (ie. skilled and experienced but not university educated).
