Contact home office for self employment.

Hi everyone
What is the best way to contact home office regarding a query about opening a private limited company in the name of my wife who is a dependent on my tier 2 general visa? Is there any email address on which I will surely get a reply?
I would like to invite the views of the house as well whether this is permitted to open such company on the name of dependent?
