Converting Tourist visa to Student visa

My brother is currently visiting us on tourist visa from iran. his visa expires at the end of september. he is interested to study in the UK is it possible to convert the tourist visa to student visa while he is here or he has to go back to his home country to apply for student visa? he holds bachelor degree and wants to apply for master degree he can get university admission and is able to pay the uni fees upfront. any tip is much appreciated. Thanks

Unfortunately, visitors cannot switch. He may apply from his country of residence.
