Cooling off period start date -Tier 2 General visa

My Tier 2 general visa issued on 19th June 2013 and its valid up to 19th June 2019.
I entered UK on 2nd July 2013 and lived and worked in UK till 22nd August 2017 . I left UK on 22nd August 2017 for an assignment abroad with same company but my Tier 2 visa was not curtailed. I visited UK on 6th Nov 2018 using my Tier 2. My last entry in UK was 28th Oct and exit was on 6th November (left the UK before the last period) . I have evidence of boarding pass/ticket and exit stamp on the passport. Can I consider my cooling off period starting date as 6th November 2018 for 12 months (up to 6th Nov 2019) even though my Tier 2 visa is not officially curtailed?
I will not enter UK for next 12 months to fulfill my 12 months cooling off hence my sponsor can apply new Tier 2
