Cooling Period for ICT Tier2 ShortTerm

Hi ,

I was in UK from 1st sept 2013 to 31st Aug 2014 in ICT Tier2 Short term VISA.
As per the UK law I have to serve 12months colling period out side UK to apply new ICT Tier 2 Short term VISA.

My Question is:
Can I apply now for ICT tier 2 Short term COS (Certificate of Sponsership) from 2nd Sept 2015 to 1st Sept 2016 as I will complete my colling period on 31st Aug 2015?
Or I have to wait till my cooling period (till 31st Aug 2015) finish to submit the application for new COS?
