She needs to apply for ILR before being eligible for citizenship.

She can apply ONLY within 28 days of completing 5 years under the family route to be eligible for ILR (assuming she was granted a family visa under the 5-year route). She will be eligible in 2023 given the dates. You should use form SET(M): https://visas-immigration.service.gov.uk/product/set-m

For ILR, there are financial requirements to be met: https://assets.publishing.service.gov.u ... rement.pdf

Once she gets ILR, she can immediately apply to naturalise as a British citizen using form AN1. Once she attends her citizenship ceremony, she can apply to get a British passport
