CoS refused - pls advise

Hi All,
I have 5 yrs of WP and I got a new job with better pay and my 5 yrs complete in Dec. My new employer applied for CoS twice with a salary of 28k initially and then for 29.5K but they send a letter explaining that the shortage skill salarys is 32K. My employer had made an application by himself but now he is thinking of going thru a immigration lawyer for the 3rd time. He feels that if he goes on increasing the salary the home office might think that he is after the visa rather than employee and is just going on increasing the salary. He is not too happy to pay 32K but for getting the CoS he might increase as he needs the staff urgently as expanding his business but what is the guarantee that he will get the CoS if he goes thru immigration specialist.......
Pls advise if he can write by himself a covering letter and reapply.....

no immigration "specialist" can convince ukba to lower their salary requirement...

and the fact your employer is increasing salary to meet COS request would tell ukba that you are highly-valued employee and that your employer wants to keep hold of you....

the fact he is trying again and again for COS merely is a proof that he wants to hold on to you!
