Council Tax and Post-Study Work Visa

Hi,
I'd really appreciate any help -
I'm a UK citizen and a student. However, my boyfriend will be on a Post-Study Work Visa. Will he have to pay council tax, considering that the Post-Study Work Visa states 'no recourse to public funds'?

Council tax exemption or rebate / discount (as the case may be, and if eligible) is not "access to public funds".

That's what I thought, thanks.
So we should qualify for a 25% discount because I am a full-time student, right?

if he hasn't signed a accommodation contract or anything like that, than you could even get 100% discount from council tax on the basis that only person living (legally) on the property is you. i.e. a student

its just my understanding of the situation and nothing more...
