Council tax as proof of residence

Hi all,

I'm an EU citizen with Settled Status, applying for Citizenship.
It seems impossible to find authoritative information on this, so does anyone know what would be acceptable as proof of residence for the 5 years?

Most people suggest P60s, but I have not worked for 2020/most of 2021 so I have no such document for this period, and currently I'm a PhD student and I only do paid teaching work for a few months of the year, it's a bit patchy. I've only been in full-time employment for about a year in my 5-year period. University letter of enrolment would only prove residence during term-time, I would think, not whole year (at least that's in the guidance for settled status applications).

I have 9 council tax bills that together cover the entire 5-year period without any gaps. I've seen conflicting info about whether this is accepted. Would it be okay, and would it be enough on its own? I'm afraid of submitting too little.

Alternatively I can try to gather bank statements or utility bills but I've seen it said that these are not acceptable.

Is there anything else that would be acceptable? I don't really receive many letters from Government departments. My passport, as an EU citizen, doesn't have stamps, but I imagine they should have electronic records about my entries/exits. I have a jury summons letter, but I can't even begin to think what period this could cover. (I was eventually excused from doing the service.)

UKVI Phone helpline told me to email them, email auto-response told me they only help with technical issues. This lack of official info is incredibly frustrating.

A letter from your university confirming you have been enrolled in a PhD program would cover that whole period. I think council tax bills should be fine, though this is not made entirely clear in the guidance. You can request a SAR free of charge here asking for all entrances and exits from the UK which would cover your 5 years of residence. https://www.gov.uk/government/publicati ... mmigration
