council tax..

hi, i am on tier1 visa.. untill Mar 31st, i lived in rented flat and paid council tax upto 31st march...
i bought a new house on 15 th March and moved in to the new house on 1st april.. As the new house is unoccupied , i got exemption for council tax for 15 days from march 15 to march 31st and council send me bill from april 1st.

i just want to know does this council tax exemption comes under public fund?
please advise..

As it is a small amount £45 , i thought i would go and pay it saying i dont want the exemption but again council has to issue a new bill and things would be messed up..

any way i just leave it like that...thank you for your prompt reply ..
