Criminal Background check Finland residence permit

I am an American applying for a returnee (descendent) residence permit to Finland. I am semi-retired but may work online. Where and how do the Finnish authorities obtain their criminal background checks? From the FBI? I have a sealed record for a minor offense equaling a citation but no misdemeanor or felony conviction. This may have actually have been destroyed by now. I have no prints or record on the FBI database. No public record. Does it need even to be mentioned?
