Critical skills - Dependent Visa

Hello Friends,

I have a query regarding dependent visa process.

1. Dependent Visa has to be applied along with the critical skills visa application of primary applicant or it has to be done post the WP receipt of Primary applicant?
2. Is there a URL to file the application for dependents & get hold of the complete process for dependents visa?

I tried to search but not able to get to appropriate info
