date of application for ILR

I'm not sure when my wife should apply for her ILR and would appreciate guidance.

My wife came to the UK in July 2009 for a month, then returned abroad in August to complete a course at university, and returned to the UK in February 2010 and has lived here with me since then.

She told the consulate in early 2009 exactly what her plans were when she applied for a visa. They gave her a spouse's visa valid from July 2009 until October 2011.

What we would like to know is when my wife should apply for her ILR.
