Date passed to join course

Hi everyone,

I applied for TIER 4 Student visa on 23-Dec-2009
I got extension from University uptill 29-Jan-2010
I sent an email to embassy that it seems that I will not be able to get my passport by 29-Jan-2010 (as just 2 days left) and they didnt made decision on my application yet.
They asked me to send a new University letter with next terms date.
But I came to know that in feb the rules are going to change.
For Example:
Rather having visa letter issued by your college / university, a specific reference number will be used for new/ extension of Tier 4, when you apply within the U.K.


Can someone plz advise me that why embassy ask for new university letter whereas rules are going to change and i have missed january session.

Will they give me visa for sep session now??as my case is in embassy.
