I know this seems like an irrelevant question but if my 2 years in the Uk ends on the 18th February and I have to submit my ILR application no more than 28 days before, is 28 days the 21st january or 22nd january, I am confused. Many thanks.

you dont HAVE to. The earliest you can submit it is 28 days before your 2nd anniversary of coming to UK. you can submit 14days before,on the anniversary or even after so long as your visa hasnt expired yet

Is it 28 days including the date of application or 28 days excluding application.

i read somewhere that it may depend on caseworker's interpretion. if its worrying that much why dont you apply 27days before.
