delay in approvals

Hi frnds,

couriered the docs on 25th March 2008.
reached HO on 28th March 2008

Got the ref num on 10th Apr 2008.

can anyone tell me whether i fall under new rules or old rules.

Its been almost 12 weeks i am waiting and till now no reply from HO :?:

and also let me know for which date the cases have been handling.

When were new rules implemented?
